Michael Ford, the City of Oakland’s Parking & Mobility Manager, sought to develop ways to minimize collection agency referrals for parking violations. Working with technology partner, Trellint, he optimized collections noticing by
using predictive data analytics to increase payment rates, turning routine enforcement into an efficient, cost-effective revenue driver.

Ford’s innovative approach activates a smart, secondary special collection outreach to select violators, driving payments without the need for further action.

At a time when many municipalities are navigating complex challenges, Ford found a budget-friendly, targeted way to recover parking revenue. His solution has transformed parking and mobility management to serve the interests of the city
    and support vibrant, sustainable neighborhoods.

NPA President & CEO, Christine Banning, IOM, CAE, says, “Michael’s vision to utilize predictive analytics for a scalable, modern approach to citation collection has improved enforcement effectiveness.” She adds, “His innovative
solutions to support both municipal and customer needs have greatly enhanced the parking experience.”

The Street Smarts program introduced by the City of Chicago reflects a behavior-first parking compliance approach, focusing on deterrence and public awareness versus simple punishment or revenue. As a reimagined tool for enforcement, Street Smarts puts
the emphasis on supporting effective urban mobility, keeping critical transit corridors and bike lanes clear.

Developed as a coordinated effort between the Department of Transportation, Department of Finance, and City Council ensured political endorsement, operational efficiency, and public transparency for the program.

The program is on track to cover implementation costs in the first year. As of March 31, 2025, the program issued more than 13,500 total warnings and violations with 1,620 total violations. It also identified violation hot spots to improve
